Job description

Our client is looking for a GIS Analyst to join their team in London.
 
Responsible for proactively developing, delivering and managing the GIS service offer for Highways Division. The division deals with engagement of stakeholders on public realm and traffic improvement schemes, designing and delivering schemes, as well as delivering a maintenance programme of adopted highway. The GIS Analyst will, in regard to Highways Division data, provide and support geospatial services to both members of the public and internal users. This would be achieved by utilising and developing existing geospatial solutions with close cooperation with the GIS Manager.
 
Principal accountabilities
1.To be responsible for the development and delivery of GI solutions and services which support and add value to the work of the Highways Division.
 
2.To encourage high quality planning, policy and strategy work by managing, maintaining and enhancing data services and GI based technology solutions relevant to the Highways Division.
 
This is to include:
·Collating, mapping and maintaining geospatial features and attributes of divisional data relevant to delivery of services within the Division.
 
·Managing a centralised data management system for all of the Division's data, including appropriate metadata and the building of a data lifecycle framework.
 
·Undertaking of data analysis and interpretation, and disseminating data and knowledge via interactive maps, reports, meetings and workshops, and presentations.
 
 
3.To act as the technical lead within the Division to develop and manage the mapping of adoptable highway boundaries, restrictions and prohibitions, working closely with others to ensure linkage to statutory documents and ensuring a robust decision making process.
 
4.Liaising with the other database managers in the Division, particularly the divisional project database and develop and manage the mapping of projects on a regular basis.
 
Background:
1.A strong technical background and high level of numeracy, evidenced by a qualification at first degree or postgraduate level in Geography, GIS, Information Systems or Computer Science, or equivalent professional experience.
 
2.Demonstrates an understanding of the theory behind GIS and geospatial data and services, how they are applied and how they are beneficial within local government.
 
3.Knowledge of current issues in Highways projects and maintenance in the EU, UK, and London.
 
Experience:
·Evidence of leading on successful GIS projects and evidence of project delivery in at least one of the following areas: data visualisation, GIS innovation or smart cities.
 
·Experience in producing relevant reports for management of projects using the relevant databases and other systems.
 
·Substantial experience working in a technical GIS environment (preferably MapInfo Pro and Spectrum Spatial based) in a relevant non-academic setting.
 
·Detailed knowledge of GI systems in practical use, online GIS systems and programming, and evidence of commitment to keeping abreast of new developments.
 
·Experience using JavaScript, RIA controls, Flex, Silverlight, Java, .NET, preferably in relation to the Spectrum™ Technology Platform. Also, Microsoft SQL Server, C#, HTML 4 and later, CSS, Abobe Flash
 
Skills & Competencies:
 
·Comfortable working with complex datasets, including detailed knowledge of Ordnance Survey data products, and managing large quantities of spatial and non-spatial data.
 
·Ability to work as part of a team, and successfully reconcile team and individual targets.
 
·Implements quality measures to ensure divisional output is of a high standard.
 
·Ability to communicate both verbally and in writing, and to adjust communication style and content to meet the needs of the audience.
 
·Ability to make well-reasoned decisions based on available information, within given time frames.
 
· Numerate, with strong analytical skills, and the ability to present information at a level appropriate to the audience.
