Energy Manager - 12 month Contract (Maternity Cover)
 
£29.09 (PAYE)/£36.43 (Umbrella) per hour  - INSIDE IR35
 
Carrington West are working with a local authority in London to find an experienced and capable Energy Manager to join their busy team for a 12 month contract.
 
The successful Energy Manager will have robust technical understanding of energy management systems and a wide range of energy efficiency, carbon reduction and water efficiency measures. Alongisde this, they will posses excellent knowledge of UK energy policies and legislation and their relevance and application to local authorities
 
Role Duties
 
 
·Lead the Corporate Energy Team to deliver a wrap-around service for the Council's corporate energy and water supplies working to join up procurement, billing, and energy management and reporting on energy and carbon.
 
·Develop and implement a procurement strategy for energy and water drawing on current market intelligence, good practice across the sector, trends in energy markets and the Council's strategic approach to procurement and corporate assets. Assess the success of implementing the procurement strategy, reporting annually to Mayor and Cabinet on the corporate utility portfolio and ensuring budget holders understand the financial implications of changes to prices.
 
·Take action to minimise the Council's exposure to cost through the use of robust evidence, providing an efficient service that delivers corporate priorities and demonstrates value for money. Manage budgets, including the corporate utility budgets, effectively providing accurate and timely monitoring and forecasting and undertaking expenditure in line with corporate procedures and divisional delegations.
 
·Ensure accurate and timely forecasting of utility expenditure for corporate budgets and consumption across the corporate estate. Integrate data collection, validation and reporting to identify opportunities to reduce energy consumption and cost.
 
·Support delivery of the Mayor's Manifesto Commitment to maximise opportunities for energy efficiency in all Council buildings. Influence capital investment in the corporate estate to improve energy and water efficiency and reduce corporate carbon emissions. Maintain an active watching brief on technologies, national and regional energy and carbon policy and energy financing mechanisms to add value to the Council's transformation plans and promote good practice in relation to environmental performance, value for money and a positive working environment for staff and others using corporate buildings.
 
·Develop and agree further proposals for reducing the corporate cost of utilities, the approach to delivery of the corporate energy function and opportunities to increase income generation.
 
·Client manage the relationship with suppliers resolving billing disputes, managing systems and ensuring effective flow of information and data. Ensure the Corporate Energy Team is able to proactively prioritise its work with suppliers on billing, data, meter exchanges and contract management. Ensure effective and efficient systems are in place within the Corporate Energy Team and with Business Support, the facilities management team, Regeneration and Place division, schools, social housing and others within the Council and beyond.
 
·Ensure the Council complies with statutory reporting on corporate carbon emissions, energy consumption and the corporate utility portfolio and meets good practice in terms of reporting and performance. Use data to drive action to improve efficiency and reduce emissions through a strategic and targeted approach to energy management across the corporate estate.
 
·Provide a professional and value for money energy procurement and management service to schools, social housing and other relevant organisations. Achieve the annual income generation budget for services delivered and seek new opportunities for income generation through energy services. Manage the interface with schools and social housing and coordinate the Corporate Energy Team's work with third parties.
 
·Ensure compliance with statutory requirements including Display Energy Certificates and Energy Performance Certificates. Work with operational teams to ensure energy and water systems and works comply with health and safety and other requirements.
 
·Lead the day to day running of the Corporate Energy Team ensuring staff are supported and motivated to work effectively and that the work of the team supports the achievement of wider outcomes and priorities of Regeneration and Place division and the Council as a whole.
