CIL Lead Officer
Norfolk
3-month initial Contract
Fully Remote Working
Pay Rate Negotiable - DOE

Primary Job Focus
 
To lead in the respect of the development and effective implementation of the Community Infrastructure Levy (CIL) and manage the collection and subsequent distribution of related financial developer contributions arising from CIL in order to support the delivery of the community infrastructure priorities and projects in the borough.  To lead in the analysis of quantitative and qualitative data and the production of associated CIL reports.

KEY AREAS
 
1.To undertake the monitoring, enforcement and collection of financial contributions relating to the CIL and to ensure the prompt receipt and release of the relevant funding in accordance with national legislative requirements and local priorities.
 
2.To provide advice on CIL to internal officers, Members, Parish Councils, developers, applicants, agents and the general public
 
3.Ensure there are robust recording mechanisms in place, which will meet any auditing requirements. 
 
4.Manage the CIL using the existing Idox Uniform IT system.  You will be responsible for developing this system in liaison with the existing system administrators.
 
5.To have a clear understanding of the process of deciding priorities for spending of CIL receipts on infrastructure projects.  Also to support the decision making procedures within the Borough Council, the County Council and any other relevant parties.
 
6.To be the lead officer in the disbursements of monies to the relevant Parish / Town Councils.
 
7.To prepare regular reports and presentations for senior managers, Members and partners within and outside the Council on CIL contributions.
 
 
The successful candidate will take the lead on the above duties but there would be some administrative assistance to support.
 
The council do not use Exacom.  Instead, they use a mixture of Idox Uniform, Idox Enterprise and Access reports.
