Role: Senior Project Manager - Defence
Location: Faslane
Duration: 12 months +
Rate: Negotiable - Inside IR35

The candidate must have current SC clearance
 
My client is looking for a Senior Project Manager to lead the delivery of a series of work packages and supporting Contracts (large M&E, engineering and major refurbishment), with an initial contract value of £70m+ of capital works.  A strong background in engineering design and construction is required, as is significant commercial/contract management experience. NEC3/4 knowledge will be required to undertake the role, however applicants with a strong non-NEC contract management background will be considered (subject to training/accreditation).
 
Major Programme & Project Delivery (MPP) is accountable and responsible for the delivery of infrastructure capital projects (excluding Minor New Works) and property disposals and acquisitions, operating the Acquire, Create New and Dispose processes; for all areas of the DIO's business including Housing, the Training estate and the Volunteer Estate (VE); in the UK and overseas. 

The Clyde Infrastructure Programme; a £1.6Bn programme of work comprising of new build facilities and refurbishment to support current and future operations on HMNB Clyde over the next 15 years. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme
 
Responsibilities include:
·Responsible for managing the delivery of work packages to time, cost and quality
·Managing the delivery of Coulport Portfolio Engineering Construction Contract work packages and Early Contractor Involvement (ECI) works as named NEC4 Project Manager, including but not limited to:
oDelivery in accordance with the Scope
oNotification and assessment of Compensation Events
oEarly warning management
oAccepting Contractor designs (with designer support)
oReview and acceptance of the Programme
·Discharging Contractual responsibilities as the Client's 'Service Manager' for the NEC3/4 Professional Services Contracts where applicable
·Ensuring Client duties under CDM2015 are discharged for the work package
·Working with Programme Office, Contractor, and Consultants to implement a culture of Safety
·Support the development of the integrated programme for the work package, and integrating with the Facility and Joint Project Team (JPT) schedules
·Lead and manage a team of Contract Management and Engineering support staff provided by Management Support partner (KAD) and Engineering and Design Delivery Team (ACA)
·Work jointly with KAD contracts lead to mobilise new team in establishing a portfolio integration team which is part of the new DIO Clyde Operating model (KAD)
·Managing spend against financial approvals/delegation supported by DIO Cost and Reporting Manager
·Managing work package risk and opportunity management supported by Portfolio Risk Manager
·Relationship and stakeholder management (WOR, JPT, Design Authority, Navy Command etc)
·Leading a culture of collaboration and openness across the organisation
·Responsible for engineering interfaces between NTSP and CCF contracts
·Supporting procurement of Implementation and Design Work Packages
 
Skills and Experience:
·Uses and promotes the appropriate leadership styles to gain and maintain the trust, confidence, commitment and collaboration of team members and stakeholders throughout the project ensuring continued momentum.
·Experience of delivering major infrastructure programme (£100million +).
·Experience of managing a Portfolio of Projects and the associated Project Management teams
·Demonstration of effective application of programme and project management skills, tools, and techniques in a complex operational environment.
·Setting up and enabling of delivery of major projects
·Management of NEC contracts and strong commercial acumen
·Risk and opportunity management across a portfolio of works
·Refined skills within internal and external Stakeholder and communications management
·Experienced in delivery of Strategic projects whilst interfacing with senior stakeholders
·Proven track record of delivering against internal Project KPI's and milestones
·SC Clearance (Pending will be accepted)
·An established relationship with the representing organisation
