Carrington West are assisting their local authority client based in Gloucestershire in their search for a Senior Economic Development Officer to join their Planning Department on a 12 months (Subject to review) Contract.
The purpose of the role is to support the development of an Economic Recovery Strategy and Action Plan for the district and to co-ordinate and directly lead specific initiatives to support economic recovery from Covid-19 and longer term renewal.
The Senior Economic Development Specialist will be responsible for the following:
·To formulate an economic recovery and renewal strategy and action plan for the district, engaging and working collaboratively with our Strategic Leadership Team, Elected Members, other recovery work-stream leads, key partners, the business community, market towns and wider community.
·To work as part of the wider recovery team within the district council, contributing as necessary to the four work streams comprising i) Economy, Market Towns and Rural Vitality, (ii) Community Resilience and Wellbeing, (iii) Affordable Housing and Homelessness, (iv) Environment and Climate Change.   
·To lead specific initiatives to support the immediate recovery and longer term renewal of our market towns and rural areas. 
·To prepare and submit funding bids and responses to other economic development opportunities 
·To work directly with the business community, listening and understanding their needs around economic recovery and supporting directly or signposting to further guidance available from the Local Enterprise Partnership, Growth Hub and other organisations. 
·To advise on the content and implementation of economic development related policies and site allocations in the Draft Local Plan.  
·To gather and share up to date evidence to inform the economic recovery strategy and specific initiatives.
 The successful candidate will have:
·A strong knowledge and experience in economic development and regeneration and a proven track record of strategy formulation, project and programme delivery. 
·Experience of working within a local authority context and of working with elected council members.
·Proven track record in delivering through partnership. 
·Ability to form long term strategy as well as identify and deliver short term priority initiatives.  
·Excellent communication and relationship building skills.
·Ability to prepare and present complex reports and advise Members, Strategic Leadership Team and Heads of Service on economic development and regeneration matters.
