Senior Business Analyst - Highways
Over the next two years, DCCHS will be developing and implementing a new operating model, with the objective of significantly increasing efficiency and improving the quality of service provided. This is a significant programme of change, requiring individuals with specific skills and experience to ensure the successful delivery of the programme.
 
A Senior Business Analyst is required to provide business analysis services to support the successful design and delivery of the DCCHS Future Highways Model (FHM). The role will be required to work closely with the DCCHS functions to gain an in-depth understanding of the operational model required to meet the strategic objectives of the authority and highways service. The senior business analyst will be responsible for designing and documenting the operational blueprint; including the processes, capabilities and resources required to deliver the change.
 
The senior business analyst will be expected to identify any opportunities to improve the service Value for Money (Economy, Efficiency and Effectiveness).
 
The main duties of the Senior Business Analyst are:
·To identify, design and facilitate process design changes by conducting business and systems process analysis and design at a detailed level, focusing on efficiency and quality improvement.
·To identify and develop process improvements, re-engineering and/or recommending elimination.
·To identify all the data requirements for the design and implementation of the future operating model ensuring data is relevant, accurate and complete.
·To review all current IT systems, identifying the necessary integration, changes or replacement required to support the future operating model.
·To produce comprehensive and clear business analysis documentation.
·To effectively collaborate and communicate with other members of the project team, highways officers and members, understanding requirements, building support, and helping to resolve issues and challenges.
Required Skills & Experience:
·The ability to investigate, analyse, visualise, articulate, and solve operational challenges and problems. Skills should include excellent analytical and applied thinking, gathering, and analysing relevant information and data to formulate solutions.
·The ability to undertake structured options analysis to identify the optimal solution that aligns with the objectives of the programme.
·The ability to identify and explore opportunities for service and business improvements, ensuring that the authority derives maximum value from services. This includes recognising the potential for automation of processes, determining costs and benefits of new approaches and managing change or assisting implementation where needed.
·The ability to plan, design, manage and report business process tests and usability evaluations.
·Strong oral and written communication skills.
·Excellent influencing, facilitation, and stakeholder management skills.
