Job description

Are you a regeneration professional looking for a new challenge in the West Midlands?
 
Pay rate: £500-650 max
Length of assignment:6-12 months
 
Brief duties / key responsibilities:
-to manage NWedR's Programme Management Office (PMO) to deliver 12 projects (under four programmes) funded by £70 million of grant funding secured from the Future High Streets Fund (£20.5m), Levelling Up Fund Round 1 (£32.4m) and Towns Fund (£16.6m).
-One project has secured planning consent in place and a contractor appointed under a two-stage design and build contract. All other projects are in the planning phase.
-The deadlines for delivery are March 2024, March 2025 and March 2026.
-To support the Head of NWEDR and in delivering the economic development and regeneration functions across the three North Worcestershire authorities of, Bromsgrove District Council, Redditch Borough Council and Wyre Forest District Council
 
Line management: Three Programme Delivery Managers
Contract management: external project managers, cost-consultants, multi-disciplinary design teams, contractors and sub-contractors.
 
EXPERIENCE
·A minimum of 10 years experience in managing and delivering multimillion pound regeneration (capital) projects from inception to completion.
·Experience of managing budgets with a minimum value of £10million.
·Experience in managing internal and external multi-disciplinary teams including the following specialisms: project managers, architects, urban designers, planners, cost consultants, engineers, finance, property and communications.
·Experience in managing stakeholder and public engagement processes with elected members, local businesses, local community and voluntary groups, civic societies, heritage preservation societies/trusts and other interest groups
·Experience of managing multimillion pound external funding budgets, including experience of completing regular monitoring returns and claim forms.
·Experience of managing external construction contractors and consultants.
·Experience of managing design & build contracts (desirable).

-Demonstrable skills in managing internal and external skills including supervision, performance management (KPIs), mentoring and coaching
Programme/Project management
-Proven ability to carry out: programming; scheduling; resourcing; cashflowing; monitoring; evaluation; reporting
-Proficiency in the use of the following project management tools: Gantt charts; change control, actions log, issues log, risks log and the ability to track progress
Risk management
-Proven ability to identify, asses and manage risks in complex multi-million pound regeneration (capital) programme and projects
Stakeholder engagement
-Proven ability to carry out stakeholder mapping and designing and delivering effective engagement strategies
-Proven skills in managing competing stakeholder interests, dealing with stakeholders' and public opposition to proposed projects
-Proven ability to deal with elected members
Budgeting / financial management
-Proven ability to prepare and spend profiles / cashflows for complex multi-million-pound programmes/projects
-Proven ability to monitor spend against budget, including dealing with project overruns
Commercial
-Proven ability to undertake investment appraisals and assess the commercial viability of proposed projects
Communication
-Excellent oral and written communication skills and presentation skills
-Ability to segment and understand audiences and prepare and deliver relevant communication strategies
-Excellent report writing skills, including writing and presenting reports to council committees (Cabinet, Overview and Scrutiny, Full Council).
 
EDUCATION / QUALIFICATIONS
-University degree, ideally in a related discipline
-Project management qualification e.g. APM, Prince II
-Current membership of a relevant professional body e.g. APM
