Interim Head of Highways and Transport
 
Carrington West is looking for an Interim Head of Highways and Transport in the Midlands
The Head of Highways and Transport will take a strategic role, in implementing the client's Highways and Transport services to ensure the delivery of strategic aims and objectives.
 
The Head of Highways and Transport will
 
1.To lead on the development and delivery of Highway and Transport policies exploring opportunities for integrated strategies and approaches. Lead on the preparation of the Local Transport Plan, implementation plans and other associated documents and to keep the Highways capital scheme prioritization process updated to inform the Highways capital programme.
2.To co-ordinate service responses to major corporate or partner initiatives which impact upon the service area. Work proactively with external agencies and partners.
3.To lead the commissioning and contract award process for all commissioned services, in accordance Contract Procedure Rules.
4.To be the Lead Technical Manager for the Highway's maintenance contract; develop the highway capital programme to ensure all works are designed and constructed on time and within budget and lead the commissioning, design and delivery of major projects as and when these are funded and agreed.
5.To manage the highway assets via the Transport Asset Management Plan through reviewing and updating the highway asset inventories, asset condition surveys, lifecycle plans and determining maintenance programmes and standards.
6.Lead in the highway aspects of all development sites in the county.
7.To ensure appropriate arrangements and measures are in place for the management of risk in relation to all areas of the service. Business threatening situations are recognised, planned for and managed to ensure service quality, efficiency, capacity and continuity.
8.To manage and enhance the performance of the teams, implementing and maintaining an effective framework of delegation of responsibility to team managers to develop and lead effective team working developing mutual support and learning within and across teams.
