Highways Policy Manager
 
Carrington West are looking for an experienced Highways Policy Manager to join the Highways & Parking Policy Team with a council in Essex. As a Highways Policy Manager, you will be expected to provide, develop and promote highways, parking & traffic policies and advice within the Directorate and corporately. You will work with external partners and other stakeholders on a range of highways, parking & traffic issues as part of the Highways & Parking Policy team.  You will lead on, analyse, appraise and respond to national policy developments and consultation documents - outlining the implications, making recommendations, proposals and preparing reports for Council meetings.
 
What you will be doing:

You will develop highways, parking & traffic policy initiatives on behalf of the borough and lead on identifying and contributing to improving service provision and taking into account the Council's 2050 priorities. You will be required to liaise with neighbouring Highway Authorities on cross-boundary policy issues to ensure consistency.
 
What you will need to succeed:
To be successful in this role, you need to be familiar with relevant highways and parking legislation, in particular the Highways Act 1980 and Traffic Management Act 2004. It is essential that you have good research and analytical skills, and the ability to present clear and concise oral and written policies, reports and guidance to Members and Senior Management. Good understanding of the requirements of highways and traffic related policies are essential for this role.
